Before we ascertained that FOISA s 12(1) applies we had responded to some of the questions and these responses are included below.
1. At the time of responding, how many people* within your Health Board area have a diagnosis of bipolar disorder?
2. At the time of responding, how many people* within your Health Board area have a diagnosis of:
a) Bipolar type I,
b) Bipolar type II,
c) Rapid cycling,
d) Cyclothymia?
3. How many people* within your Health Board area were diagnosed with bipolar disorder (or any of the subcategories noted above) for the first time in 2018, 2019, 2020, 2021 and 2022? Please provide a total for each year, and additionally, a breakdown of statistics per month for each of these years.
4. How many people* within your Health Board area, with a diagnosed bipolar disorder condition, were admitted to inpatient psychiatric care during 2018, 2019, 2020, 2021 and 2022:
a) To an inpatient ward within your health board area,
b) To an inpatient ward in a different health board area?
5. How many people* within your Health Board area, with a diagnosed bipolar disorder (or any of the subcategories noted above), had also been assessed as lacking in capacity in accordance with the definition provided by the Adults with Incapacity (Scotland) Act 2000 during 2018, 2019, 2020, 2021 and 2022?
Under FOISA s 12(1), NHS Shetland is not obliged to comply with a request if the estimated cost of doing so exceeds £600. Having reviewed your request, NHS Shetland has determined that the cost of compliance would exceed £600 and so is unable to provide the information requested; we have provided a breakdown of the estimated costs below:
NHS Shetland does not report on this data and it is not held outside of individual Care Partner files. To respond would require manual review of all Care Partner files from 2018-2022.
We estimate the above process would take in excess of 40 hours. Staff costs are capped at £15.00 per hour therefore where it would take longer than 40 hours this would exceed the £600 cap.
NHS Shetland may be able to provide a response to a new, narrower request for which the cost of compliance would not exceed the cost threshold. Please let us know if you would like to submit such a request.
This may be achieved by submitting a new request on a narrower range of questions and or covering a smaller period of time.

7. At the time of responding, how many people* within your Health Board area, with a diagnosed bipolar disorder (or any of the subcategories noted above), are under 21 years of age?

How many people* within your Health Board area, with a diagnosed bipolar disorder (or any of the subcategories noted above), received psychological therapies treatment during 2018, 2019, 2020, 2021 and 2022? Please exclude signposting or referral to online self-help resources or other activities that did not involve a qualified therapist or clinician.
9. At the time of responding, how many permanent consultant psychiatrists do you employ within your Health Board area (WTE)?
ZERO - We have no permanent psychiatry post only 0.25 WTE service level agreement
10. At the time of responding, how many consultant psychiatrist vacancies do you have within your Health Board area?

11. Of the number of vacant posts referred to in question 10, how many of these have been vacant for more than 12 months?

12. Which version of International Classification of Diseases (ICD) is currently operational and used to code bipolar disorders within your Health Board area?

Does your Health Board area provide (deliver directly or commission) any dedicated / specialised outpatient services to patients living with bipolar (eg services exclusively dedicated to bipolar, such as bipolar clinics, support groups, etc)? Please exclude any generalised mental health support services, non-interactive / non-personalised web-based services, or signposting.
14. If such services as outlined in question 13 are provided within your Health Board area, please provide:
a) Details of what those services are,
b) The number of people* who attended each service during 2018, 2019, 2020, 2021 and 2022.
*For each question relating to the number of ‘people’, please provide separate figures for male and female. If your Health Board provides for recording of additional gender identities, please also delineate numbers by those additional groups. If delineating genders results in a <5 non-disclosure exemption, please provide the total number of ‘people’ instead.
